It's not really surprising that they chose Symbian. Symbian outsells Microsoft 10:1 (especially in BSkyB's home market) and there's a hell of a lot more 3G Symbian phones compared to Windows Mobile.
BSkyB went with the platform that will get them the most customers and the one that can best deliver their content. Simple economics.
