I know in some states up until 3/1/06 Cingular was pro-rating ETFs ($10 * number of months left on contract).
And the Canadian providers that I've dealt with do that too, except $20 * months (up to $200 on Rogers Wireless, no limits at Telus - and this is the land of 3yr contracts).
So it's not new, just shocking that of all people VERIZON is going back to it.
