'cause we're the only ones too dumb to not be able to catch it. students today are growing up with technology unkown to their parents, therefore, the parents have no clue how to make sure things like this don't happen; but other places in the world, most everyone is technology-proficient, so it's no problem to catch electronic cheaters.
