Telstra has a WCDMA network operating on 850MHz and 2100Mhz (UMTS). They only have HSDPA running on 850MHz at this time but they can run it on both bands if they want to.
Will it work on Cingular? Sure it will work fine on Cingular's 850MHz network. Though some of Cingular's 3G services may not work on a phone without Cingular software, but for the most part you should be able to use it just like any other unlocked phone.
