I'd bet that Alltel is talking to AT&T about buying its GSM network. Though they don't sell service on it, Alltel operates a huge GSM network in the midwest and offer roaming on it to the likes of T-Mobile and AT&T. If you compare their map with AT&T's, it would be a very nice addition to their network
