That's so shady! Why can't some uber-rich Telcom company front the seemingly small bill to text everyone in the area? Doesn't seem like that much work to set up such a humane endeavor. And besides, I don't think that tsunamis happen THAT often. All but the most paranoid will pass on this. I hope the commercial end of this project falls flat on its face.
