When I worked in finance (before the newer privacy laws), we'd take all zeroes in a requested credit check and TransUnion (one of three credit bureau agencies) would fill out the correct social security number. They'd just match your address, name and phone number to your records. I'm not sure exactly what happens now since credit fraud has become such a huge issue. It might do the same and they just call to verify...
