I looked into this when paying a parking ticket in pennies, and I believe that law really only applies to the actual federal government, and when you are talking about private institutions it becomes a bit stickier. They could probably get away with it if they post a sign or something about it, sort of like those "no bills larger then a $20" signs that seedy places have.
Just because they are legal tender does not mean they have to accept them I don't think.
