I'm not terribly sure, but I think no EU cellphone provider charges to receive messages. The reason being, you can't choose to accept or decline messages - they just come to you regardless. This is unlike calls, which you choose to accept.
Even when you're roaming abroad, no UK provider charges to receive text messages!
