Ive had flash player on my windows mobile HP rw6828 and before that on a hx4700. its not the best, but it works, and plays any flash 6 compatible data...
It is based on Flash Lite 3 so it would support native flash video, even streaming from the Flash Media Streaming server. For a complete feature lists, head over to the Adobe site. Also the Flash Lite 3 under the license will work as a browser (PIE) plug in, so you can now view flash sites in PIE.
