The way Apple negotiates with their partners (be it suppliers, content providers, whomever) it would be very unlikely that they would even bring the iPhone to such a small market without major concessions from their partner. Concessions that these, in turn, would not give unless they got exclusivity.
Same as elsewhere (maybe except Italy?).
What does strike me is that they clearly did not pick the "best" partner in all of these countries. For one, it seems to me that Telenor has much larger/wider coverage in Norway than does Telia.
Oh, and regarding the statement that the Netherlands seems to be the only place in Europe without an iPhone in the horizon: What about Denmark? Iceland? Belgium? Spain? Lichtenstein, Andorra, Morocco, Luxembourg? The Vatican? San Marino? Canary Islands? Cyprus? Greece? (And that's not even counting the traditionally "Eastern" Europe...)
