I also think its during certain times of the day, and you can only sign up a select amount of times per day or something. It's not like it's Manhattan.  Public transportation absolutely sucks here (and closes down -- save for some grossly inefficient nightbuses -- way too early).  I take public transportation to work in the FiDi, but if you're looking to go to the beach, the park, or at least 80% of the other places in the city, it will take you 10x as long on public transportation. Thats even worse. Don't even try looking for parking there. Its Chaos. I needed to drive because of my job, conviced them to switch me to a Vespa.
