AT&T offers unlimited blackberry data internationally for $65 a month. The reason for this is that RIM actually has agreements with carriers around the world for this kind of tomfoolery. Many blackberries are outed as being phones for world traveleds and RIM has stakes their success on this. It's paid off obviously :-/
