Windows Mobile is based off Windows CE, so no, its definitely not a dead platform at all.
I don't think Meizu cares about the US market, seeing how even a giant like Nokia has a hard time with direct sales due to the carrier choke hold on the ignorant consumers in the US. I doubt we'll ever see a UMTS M8, maybe LTE years down the road and which point it might be irrelevant.
