well... it's of course mostly to landlines not cell phones (at least to Europe)
I pay for the same service $9.99 through Skype http://www.skype.com/allfeatures/subscriptions/uscanadaworld/ , it's more expensive but the cool thing is
1. I can call from any phone I want (not just one cell phone)
2. if I call TO cell phone I'm charged (but I can do it, not like MetroPCS which blocks the call)
3. I can customize it to one country only and pay $6
