Carriers are not obliged despite what the interweb tells you. This stems from a European act which is yet to be enacted in the UK. Unless you know of a new law I am not aware of yet.

You saying they are doesn't change the fact that they are not.

I call your web lawyer and raise you two law degrees, a Bachelors and a Masters. The Masters in Information Technology law.

And if you read your Euro Law and it's implementation in the UK then no carrier is obliged to unlock phones at all.

"I'm in the market for a new phone and money isn't a limitation. I'm also not partial to any particular US carrier, but here are some of the features I'd like to have: WiFi, GPS, good coverage in lots of places, push Gmail (a must!), physical keyboard (a must!), a touchscreen, decent battery life and a relatively slim body. And please, nothing that has a fruit logo on it. No offense to the fruit fans, though. Thanks!"
