On a more serious note.
The only way to reduce market-ready application rejections to zero would be for Apple to allow developers to submit a detailed spec of the intended application for approval before any development took place. This would only work if the approval eliminated any possibility of subsequent rejection. In which case, it would solve the whole problem. Apple's need for secrecy and reasonable control, and the developers need for a guarantee before wasting time and money could both be satisfied using this method.
