Without a provision in this plan requiring that the owner had owned and registered the vehicle for the last 3 years, or something similar, it will be pointless.

People will just go out grab worthless barely running vehicles already on their way, or already in, the junk yard. This plan will only be useful if it ensures that old, smog producing vehicles that are in daily use get pulled off the road.

In other words, it is another half-assed stupid government program that like 80% of the other government programs out there, should be shelved.

Let the hive mind of Engadget get that for you.

"I'm in the market for a new phone and money isn't a limitation. I'm also not partial to any particular US carrier, but here are some of the features I'd like to have: WiFi, GPS, good coverage in lots of places, push Gmail (a must!), physical keyboard (a must!), a touchscreen, decent battery life and a relatively slim body. And please, nothing that has a fruit logo on it. No offense to the fruit fans, though. Thanks!"
