I know... I know... it sounds suspect, but I'm serious. I'm actually going back over Sunday and I've asked my friend to try and dig up some details from him. I actually live down the road from Dell and worked there a few years back, as did most everybody around here.
Confirmed! Found out a few weeks ago a neighbor of a friend of mine is one of the heads of this new project in Austin. Dell has set up a whole new division for this.

"I'm in the market for a new phone and money isn't a limitation. I'm also not partial to any particular US carrier, but here are some of the features I'd like to have: WiFi, GPS, good coverage in lots of places, push Gmail (a must!), physical keyboard (a must!), a touchscreen, decent battery life and a relatively slim body. And please, nothing that has a fruit logo on it. No offense to the fruit fans, though. Thanks!"
