Not necessarily. Most of the time the security holes are remedied by Security Updates (as can be seen on the Apple download page) with namings like "Security Update ", although some of it are pretty late (such as Java update). An as for the point update (consider the case of 10.5.x), most of the time it's focusing on instability issues and even enhancements (on performance and responsiveness), bundled with previously released security updates and firmware updates (between point updates).

So yup, for most of the time it does seems to me that point updates (e.g. 10.5.x) are service packs. Again, considering the Leopard case, they only got 8 point-updates to date (10.5 - 10.5.8), so it's safe to assume that they are service packs and not necessarily security patches.

"I'm in the market for a new phone and money isn't a limitation. I'm also not partial to any particular US carrier, but here are some of the features I'd like to have: WiFi, GPS, good coverage in lots of places, push Gmail (a must!), physical keyboard (a must!), a touchscreen, decent battery life and a relatively slim body.
