ATI is NOT doing a good job of making their GPUs more efficient right now.
If you compare nv and ATIs flagship cards (the GTX295 and the 4870x2), the ATI card consumes far more power and generates much more heat than the nvidia one (and generally for slightly less performance). ATI seems to be taking the route Intel took with the P4 ("crank up the frequencies, to hell with the increased power consumption and heat!") at the moment.

Er... the parts that make cars " go faster, stop shorter, or turn better" are precisely what they're talking about banning. In particular, tyres, it would seem, the element which allows you to "turn better". A performance tyre is one of the simplest, but most effective modifications you can make. This will not be an option in Oregon if the bill is passed, as softer compound 'sports' tyres have a greater rolling resistance than other less performance oriented tyres on the market. Presumably the bill also refers to engine modifications, which (last time I checked) usually make a car "go faster," in your words. I'm sure they'll ban fancy brake pads too, due to the materials they're made from, so that covers the "stop shorter" element.
