Probably it is for China Unicom, the only WCDMA operator in China, as you can see "WCDMA" and Chinese words on its label.
This flip phone looks just like SE W350. But Ericsson t28, which my father used years ago, looks much better than this one!
China has its own WLAN standard---WAPI. So a cell phone's WiFi function (if it has) is usually blocked in China.
However, China Telecom and China Mobile are now setting up WiFi/WAPI hotspots in many cities. China Telecom even offers some cell phones with WiFi function.

"I'm in the market for a new phone and money isn't a limitation. I'm also not partial to any particular US carrier, but here are some of the features I'd like to have: WiFi, GPS, good coverage in lots of places, push Gmail (a must!), physical keyboard (a must!), a touchscreen, decent battery life and a relatively slim body. And please, nothing that has a fruit logo on it. No offense to the fruit fans, though. Thanks!"
