just a heads up: shanzhaiji.com is I guess a Chinese KIRF website. shanzhai means "mountain stronghold or fort" and is a reference to warlords that used to be out of the king/emperor's control. the term now refers to knockoff/bootleg products
Coolpro, aka 酷派 Kupai, is a Shenzhen based mobile phone manufacturer. CeCT is China Electric Communications Telecom and is pretty much a clearing house for small phone makers across the country. For a phone to get the OK to be 'officially' sold and used they need to get certification from the gov and that takes lots of cash and lots of connections. So, many smaller companies make a phone, pay CeCT a fee to do the registration and slap a CeCT logo on the phone (brand recognition) and then release it on the market.

Also, Coolpro's phones are in general, shit quality.
