Just to put my swedish nose where it doesn't belong (in the spaninsh argument). Isn't it possible that "no va" could well mean both "not going" and "doesn't go".

Examples:

The new Palm is not going to be a great success.
El nuevo Palm no va a ser un exito muy grande.

Jobsie doesn't go that way.
Jobsie no va por alla.

Is that criminal? It sure makes it easier to understand why the US has the largest number of inmates per capita of the industrial world.
Why would it require special network apparatus? Doesn't it have a regular GSM-radio? I understand if certain features (visual voicemail) don't work but certainly calls, SMS and data should work.
Why wouldn't the US just bomb them if they took over Sealand? Why don't you rob old ladies on the street (presuming that you don't)? It's a combination, I would say, of law, custom and social pressure and control.

You never know with the US though they (the ones in charge) are just the sort of country who'd "rob old ladies on the street". Might makes right - one nation under the dollar.
