We've now managed to lay our hands upon the device, and while it sports only Gingerbread (which contradicts those <a href="http://www.engadget.com/2011/12/01/android-4-0-ice-cream-sandwich-review/">Ice Cream Sandwich</a> rumors), it's really quite nice -- especially given the low price. While the hardware is relatively unassuming, that's not a bad thing. Instead, the OneTouch 995 manages to include just enough quality components to make the handset both attractive and functional. It features a 1.4GHz CPU, along with an admirable 4.3-inch, 800 x 480 IPS LCD display and a 5-megapixel camera with LED flash. We were also pleased to see a stock Android 2.3 interface, and Alcatel's addition of a micro-HDMI port with DLNA support is most definitely welcome. The enclosure itself is quite plasticky, but it's also comfortable to hold. We're told the OneTouch 995 will arrive on the market in the near-term, and will sell in the neighborhood of $270. As an important feature for some, it'll also be available in a variety of colors. If you're Alcatel, you switch from a sliding to candybar form factor, ditch the large, candy-colored buttons and add a touchscreen. That about sums up the OT-915, a budget handset that's slated to make its official debut at Mobile World Congress later this month, but whose existence <em>Electricpig</em> claims to have confirmed weeks in advance. That press shot up there, if accurate, speaks for itself: what we have here is a full QWERTY device whose button layout and style borders on BlackBerry KIRF. Other specs include a 2.8-inch, 240 x 320 touchscreen, a 5-megapixel camera, WiFI, FM radio, 11.9mm-thick profile and Android 2.3 as an OS. <em>Electricpig</em>, based in the UK, reports the phone is headed to Blighty at some unspecified date, though it's unclear what other (typically non-US) markets it'll reach. Originally targeting Dell and Gateway, then-Alcatel alleged that information entry techniques used by Microsoft Outlook, Microsoft Money and Windows Mobile violated a portion of its patent portfolio. Microsoft stepped in on the OEMs' behalf, and in a 2008 ruling, a court granted the newly formed Alcatel-Lucent over $350 million in damages -- subsequently reduced to $70 million in July of 2011 and further reduced to just over $23 million upon appeal. The final settlement is, as we said, unknown, but a Microsoft spokesperson was quoted as saying the deal is "to the satisfaction of both parties." Orange is unhappy. The company cites that of its new phone sales, nearly half are feature phones. While the statistic isn't exactly a <a href="http://www.engadget.com/2011/07/05/nielsen-smartphones-dominate-among-new-subscribers-android-lea/">shocker</a>, the French telecom believes it can do better. In an effort to drive the adoption of smartphones, Orange has chosen to jump on the Facebook bandwagon with three new options that offer immediate access to the iconic social network. Perhaps the carrier's efforts are a bit misguided, however, because of this trio, only one handset is <em>actually</em> a smartphone. (As such, it's the only one we care about.) Known as the Alcatel One Touch 908F, it's a <a href="http://www.engadget.com/2011/02/14/alcatel-onetouch-lineup-hands-on/">re-configured 908</a> with the same 2.8-inch display, 600MHz Qualcomm CPU and Froyo -- yeah, you read that correctly. Could it be that the two feature phones are so unpalatable that they'll <em>also</em> drive smartphone adoption? Whatever the case may be, each device is squarely aimed (and priced) at teens and emerging markets. For example, the 908F will debut south of &euro;100 off-contract, accompanied by plans that start at &euro;9 per month. Before year's end, Poland and Romania will be among the first <strike>victims</strike> to receive the bunch, followed by countries such as Armenia, Botswana, Cameroon and France. 	<a href="http://www.engadget.com/tag/Alcatel">Alcatel One Touch</a>, best known for Android phones that'll give your bank balance a mere <a href="http://mobile.engadget.com/2011/05/25/alcatel-onetouch-990-coming-to-o2-this-august-wants-to-be-held/">glancing blow</a>, is purportedly going big. <em>New Mobile</em> managed to get its hands on the One Touch 995, which will apparently be decked out with a 1.4GHz processor and a gratifying 4.3-inch touchscreen to show off the latest version of Gingerbread. Alcatel has managed to cocoon all this, alongside a five megapixel shooter, into a shell apparently "less than a centimeter thick." What really caught our attention, however, is the apparent promise from the company that <a href="http://www.engadget.com/tag/icecreamsandwich">Ice Cream Sandwich</a> will be making an appearance on the handset. We're still waiting for the official word from Alcatel, but the phone is expected to be unveiled at Mobile World Congress 2012, with a very tempting &euro;200 ($276) price tag -- a nice price for a large screen Android handset. Shortly after NC State <a href="http://www.engadget.com/2011/06/29/nc-state-discovery-finds-optimal-connections-10-000-times-more-q/">announced</a> a new methodology for routing fiber optic connections more quickly, in flies Alcatel-Lucent with a shiny new network processor to make things <i>even faster</i>. The FP3 that was announced this week promises a "fourfold increase in performance over the fastest IP network available," supporting 400Gbps transmission speeds while cutting power consumption by up to 50 percent. The chip's been demonstrated to the powers that be this week, and it's reportedly designed to "address tomorrow's demand for ultra-high performance public and private IP networks." How so, you ask? A sole FP3 could handle 70,000 simultaneous HD video streams or 8.4 million simultaneous retail cloud sessions, and quite frankly, could make the <a href="http://www.engadget.com/2007/10/10/internet2-prepped-for-100gbps-capacity/">100 Gigabit Ethernet</a> standards that were used to look like old hat. When you previously met the <a href="http://www.engadget.com/2011/02/14/alcatel-onetouch-lineup-hands-on/">Alcatel Onetouch 990</a> at MWC, it frankly wasn't behaving very well. Still, we were mildly pleased to see a phone aimed squarely at the prepaid market that featured a 3.5-inch screen and a 5 megapixel camera with flash. Apparently O2 agreed, because it's bringing the 600MHz handset to market in August for &pound;99. This value menu option is expected to ship with vanilla Froyo, but the carrier promises to serve up helpings of plain Gingerbread during Q4. Meanwhile, <em>Electric Pig</em> got its hands on a pre-production unit, and their early impression seems positive. Apparently the poor load times and unresponsive interface that we experienced are resolved -- it's said the phone is now quite zippy. So, how's this OT-990 striking you as a worthy adversary to the &pound;129 <a href="http://www.engadget.com/2011/01/26/samsung-galaxy-ace-galaxy-fit-galaxy-gio-and-galaxy-mini-fill/">Samsung Galaxy Mini</a>? Yea? Nay? When we <a href="http://www.engadget.com/2011/02/14/alcatel-onetouch-lineup-hands-on/">played</a> with Alcatel's entry-level Android offerings at this year's <a href="http://www.engadget.com/tag/MWC/">MWC</a>, it was assumed the handsets would begin infiltrating the domestic paygo market -- of course, we hadn't expected a previously unseen feature phone to be the first arrival. The Onetouch 905A recently graced the FCC, and it's now clear for take-off on AT&amp;T, bringing a 2.8-inch resistive touchscreen at 320 x 240 pixels, a 2 megapixel camera and FM radio to Ma Bell's bottom shelf. Audi's had grand designs on the connected car <a href="http://www.engadget.com/2007/11/17/audis-cross-cabriolet-quattro-concept-touts-internet-radio-bando/">for</a> <a href="http://www.engadget.com/2009/12/16/2011-audi-a8-packs-optional-edge-google-earth/">years</a> <a href="http://www.engadget.com/2010/05/25/2011-audi-a8-gets-factory-installed-wireless-hotspot-option/">now</a>, and is presently looking to <a href="http://www.engadget.com/2011/01/07/audi-gets-on-the-lte-bus-wants-to-make-infotainment-more-modula/">upgrade to LTE</a>, but first it's time to address the most important consideration -- marketing the stuff effectively. To that end, Audi's unifying its <a href="http://www.engadget.com/2011/01/07/next-generation-audi-mmi-touch-dashboard-with-nvidia-tegra-power/">infotainment initiatives</a> under the brand Audi Connect, so it will be absolutely clear how you can pimp your ride with tech when you walk into an Audi dealership. That is, if you don't already have Audi Connect, because the company claims it's already present in the A8, A7 and A6. Those three automobiles can presently add an optional UMTS modem for online apps, though Audi's also working with Alcatel-Lucent to bring faster <a href="http://www.engadget.com/tag/LTE/">LTE</a> connectivity by 2014. Expect a software update sooner than that: this summer, Audi hopes to add live traffic data and voice commands to control a suite of Google services as well. <div style="text-align: left;"><a href="http://www.engadget.com/tag/Alcatel/">Alcatel's</a> on hand at <a href="http://www.engadget.com/tag/MWC/">MWC</a> this year with a good pile of sets so we took a few minutes to checkout the Android offerings and a lower-end feature phone. The Onetouch 908 (dark gray set in gallery below) brings Android 2.2 to the world in a very inexpensive package with quad-band GSM, 3G in the Euro range, a 2 megapixel camera and we were told could move to Android 2.3. Also on hand was the Onetouch 890 loaded with Android 2.1, a 2 megapixel camera, and lowly quad-band EDGE -- positioned for a very entry level market, of course.<br />

Alcatel also demoed the flagship Onetouch 990 (pictured above) device, featuring Android 2.2, a 5 megapixel shooter with autofocus, WiFi, 3.5-inch capacitive touchscreen, and everything else you'd expect in a vanilla Android set. Unfortunately, the device we used had some severe issues with load times, starting apps, and generally moving about through the UI. It felt a bit like something was hanging on to everything we tried to do and slowing the whole device down. Last set we peeked at was the Onetouch (beginning to notice the theme here?) 903, a small dual-band QWERTY feature phone with a 2 megapixel cam, Alcatel's own UI, and -- while likely targeted at the pay as you go market -- had a really great look and feel and a top notch keyboard. These sets should be shipping between March and May of this year.<br />

Looks like the <a href="http://www.engadget.com/tag/i1">Motorola i1</a> Android set (<em>not</em> pictured above) will stand as the highest-end Nextel phone ever -- Sprint just announced that it's phasing out the <a href="http://www.engadget.com/tag/iden">iDEN</a>  network sometime in 2013 as it begins a new four to five billion dollar  network enhancement project called "Network Vision." We've expected  this for a while -- the Sprint / Nextel merger has been <a href="http://www.engadget.com/2008/02/28/latest-financials-confirm-it-sprint-and-nextel-probably-shouldn/">beset by subscriber losses</a> and <a href="http://www.engadget.com/2008/08/09/beep-beep-sprints-looking-to-offload-iden-network/">rumors of a breakup</a> for <a href="http://www.engadget.com/2008/05/05/sprint-seriously-considering-spinning-off-nextel/">years now</a>  -- but this is the first time we've gotten a date. Sprint's rolling out  push-to-talk on its own network to support its 10.6 million Nextel  customers, but we don't have a schedule for that yet. Sprint's also  announcing vendors for Network Vision: Alcatel-Lucent, Samsung, and  Ericsson will each handle a region and be tasked with expanding and  fortifying Sprint's existing 1900MHz 3G network while buying 800MHz,  1900MHz, and 2.5GHz spectrum for future use. Interestingly, Sprint's  definitely <a href="http://www.engadget.com/2010/05/21/sprint-open-to-lte-network-says-its-not-mututally-exclusive/">hedging its WiMAX bets</a>  a little -- it can upgrade its new gear to LTE with swapping in a  baseband card and issuing a software patch, which certainly gives the  company some 4G flexibility should Clearwire not <a href="http://www.engadget.com/2010/11/04/clearwire-reports-q4-earnings-staff-marketing-stores-and-han/">pull things together</a>. Verizon's <a href="http://www.engadget.com/tag/FiOS/">FiOS</a> footprint may be on an <a href="http://www.engadget.com/2010/03/27/verizon-shelves-plans-for-future-fios-rollouts-relocations-to-m/">expansion hiatus</a>, but that's not to say the company's abandoning existing users. Nearly 3.5 years after boosting FiOS internet speeds with <a href="http://www.engadget.com/2007/04/04/verizon-rolling-out-g-pon-technology-to-boost-fios-speeds/">G-PON</a>, the company is now out testing XG-PON2 -- a newfangled iteration that somehow enables 10Gbps upstream <i>and</i> downstream from its existing fiber network. If you'll recall, we heard just a few weeks back that the outfit was close to being able to <a href="http://www.engadget.com/2010/08/16/verizon-can-almost-serve-gige-on-existing-fios-platform-which-m/">serve GigE on its existing platform</a>, and now that this field trial has been successful, we'd say the boundaries are stretched even further. In the test, technicians were able to suck down a 2.3GB movie in four ticks of the second hand, and if you're hoping to see the nerdiest video of the day, a highlight reel of the trial awaits you just past the break. <br />

Looks like AT&amp;T and Alcatel-Lucent have finally sorted out the software glitch that's resulted in <a href="http://www.engadget.com/2010/07/07/atandt-identifies-alcatel-lucent-as-slow-upload-culprit-fix-in-th/">slow HSPA upload speeds</a> in certain markets -- we were just told on the record that a patch is being rolled out and the update will be completed over the next two to three weeks. As we'd suspected, AT&amp;T isn't intentionally limiting upload speeds on iPhone 4s in some markets where things <a href="http://www.engadget.com/2010/07/06/atandt-having-hspa-upload-speed-problems-in-some-markets/">suddenly got slow over the weekend</a>. Or that's the company's claim, anyhow -- and seeing how they're actually calling out a supplier in the process, we tend to buy it. Specifically, AT&amp;T says that some Alcatel-Lucent equipment (which isn't used in all markets) is causing uploads to fall back to non-HSUPA UMTS speeds "under certain conditions" affecting "less than two percent" of the company's customers, and that they're working on developing a fix. "Less than two percent" seems a bit optimistic, but regardless, at least it shouldn't be a permanent condition for anyone. Here's the full statement:<blockquote>

This is arguably one of the cheesiest Android devices we've ever handled -- and yes, we're including <a href="http://www.engadget.com/tag/kirf">KIRFs</a> in that observation -- but you've got to give Alcatel some credit here for taking the platform to a form factor that's entirely under-served and doing so with an affordable price point in mind. The company plans to aggressively target HTC's <a href="http://www.engadget.com/tag/htc,tattoo">Tattoo</a> when the <a href="http://www.engadget.com/tag/OT980/">OT-980</a> launches in its usual non-US markets later this year with <a href="http://www.engadget.com/tag/Android21/">Android 2.1</a>, full HSPA, WiFi, AGPS, compass, and a 2.8-inch display. The thing is a straight-up fingerprint magnet (and the harsh lighting certainly wasn't doing it any favors), but that's not really any different from the <a href="http://www.engadget.com/tag/Pre/">Pre</a> that it vaguely apes. The only prototype Alcatel had on hand had a busted display -- if you look closely, you can make out the UI, so it seems the backlight may have passed on to the giant circuitboard in the sky. That doesn't speak very highly of the build quality here, but then again, this <em>is</em> an homage to the Pre, right?<br />

Why? Alcatel-Lucent's COO of its wireless business, Patrick Plas, has pulled no punches in a statement this week that the firm is "not putting a lot of effort into [WiMAX] any longer" after noticing that there's "a clear direction taken by the industry towards <a href="http://www.engadget.com/tag/LTE/">LTE</a>." Of course, it doesn't take an analyst to notice that Europe, Asia, and virtually every carrier in the Americas have all taken on a decidedly pro-LTE slant in the past couple years, and these guys are just following the money -- which in turn makes it harder (and more expensive) for the handful of WiMAX proponents with deployed networks to build out and stay technologically current. In the race to actual 4G commercialization, LTE's still got a ton of catching-up to do -- but once it does, it's looking poised to blow past WiMAX pretty quickly here. North Americans are about as familiar with <a href="http://engadgetmobile.com/tag/alcatel">Alcatel</a> as Europeans are with baseball, but the brand -- owned by China's TCT -- actually does a decent amount of low- to mid-end handset business around the world. One thing Alcatel isn't known for, though, is venturing into the smartphone fray, so it comes as a bit of a surprise that they're taking a swing at the Android market here with the OT-980 slider. Even <em>more</em> surprising, perhaps, is the fact that it basically looks like a cheesy <a href="http://www.engadget.com/tag/Pre/">Pre</a> with red accents, but stay with us: TCT wants to undercut HTC's ultra low-cost <a href="http://engadgetmobile.com/tag/htc,tattoo">Tattoo</a> when it brings the 980 to market, so you might be able to find this one for peanuts. Microsoft and Alcatel-Lucent <a href="http://www.engadget.com/2008/06/20/microsoft-loses-appeal-owes-alcatel-lucent-512m-in-patent-dama/">have been</a> at each other's throats over <a href="http://www.engadget.com/2008/04/04/jury-says-microsoft-owes-alcatel-lucent-367m-in-patent-damages/">various things</a> since <a href="http://www.engadget.com/2007/08/07/judge-throws-out-1-52-billion-alcatel-lucent-suit-against-micro/">August of 2007</a>, and while we've seen damages awarded and overturned a few times since, the latest ruling to be handed down by the US Court of Appeals for the Federal Circuit has A-L waiting a wee bit longer to get its (maybe) due. This past Friday, the court decided that while a $358 million damages award against Microsoft for "violating patents relating to technology that allows users to enter dates into calendars in its Outlook e-mail program" was somewhat legitimate, the damages were "unjustified." The result? Actually, on second thought, there might not be anything right about Alcatel's unusual entry to the FCC, a phone that's apparently supposed to match up with the fashion collection of the same name. That's all well and good, but we're struggling to associate the word "fashion" with a red plastic flip trimmed with faux antique brass highlights -- especially when said phone is nothing more than a rebadge of the mega low-end <a href="http://www.engadget.com/2009/06/05/fcc-fridays/">OT-660a</a>. By and large, China's networks are dominated by GPRS-only devices that make up in crazy user interfaces (and often <a href="http://www.engadget.com/tag/kirf">even crazier designs</a>) what they lack in data speed. Carriers over there are finally in full swing rolling out a variety of 3G networks, though -- EV-DO, HSPA, <a href="http://www.engadget.com/tag/TDSCDMA/">TD-SCDMA</a>, you name it -- which should make mobile browsing a whole lot more satisfying of an experience when you're headed to that posh Shanghai office with a view. Anyhow, it seems that Alcatel is prepping a WinMo 6.1-powered side slider with 7.2Mbps HSDPA just for <a href="http://www.engadget.com/2009/05/22/china-unicom-gets-rolling-with-3g-trials/">China Unicom's nascent Wo network</a>, which is an encouraging sign that Wo's users are going to have decent hardware in their hands to match the blazing speeds. It's got a WQVGA display, AGPS, a 3.5mm headphone jack, and pretty much every other modern smartphone amenity, which marks the first time in a long time (ever?) that we've expressed a tinge of envy for a domestic Chinese handset. Wo, Alcatel -- our hats go off to you on this one.<br />

<a href="http://www.engadget.com/tag/alcatel">Alcatel's</a> not known for its high-end fare, and we wouldn't get our hopes up here, either -- in fact, the full touchscreen set is so low-end that there's nothing "full touchscreen" about it. As you can see here, the QVGA display on the OT-707 actually only takes up about three-quarters of the front, the remainder treated to a listless matte black plastic. Good news is it'll only run about 100 euros ($127), but you'll have to put up with GPRS -- yes, GPRS, not EDGE -- to use it. Moving one tiny rung down the luxury ladder at 95 euros, the OT-800 is a portrait QWERTY phone that'll be available in a variety of fun colors at launch; it seems that the keyboard's surprisingly usable, and the quadband EDGE radio means you could theoretically take it stateside if you were so inclined. Yeah, Lego's products are some of the most recognizable in the world -- and while we can't tell if there's any official Lego brand tie-in here, we certainly wouldn't be surprised if there was in light of Lego's recent <a href="http://www.engadget.com/2009/01/13/lego-announces-line-of-digital-cameras-pmps-etc-for-your-teen/">foray</a> into the bleeding-edge frontier of consumer electronics. What we're looking at seems to be a render of a device <a href="http://www.engadgetmobile.com/tag/Alcatel/">Alcatel</a> hopes to introduce in 2009, borrowing heavily from Denmark's favorite export to provide snap-on faceplates sure to bring a smile to any 6-year-old's face. We don't have any information beyond the screen cap, but there's no compelling reason to believe it's not real -- other than the fact that Legos don't make for the best phone ergonomics, we suppose. Theme devices like this tend to be more Modelabs' territory, but that's not to say Alcatel isn't perfectly capable of pulling this off, either. Actually, let's be honest -- it's not an easy time to be in most <em>any</em> line of work -- but the infrastructure guys are having a particularly tough time right now, and it's definitely showing in <a href="http://www.engadget.com/tag/alcatel-lucent">Alcatel-Lucent's</a> latest unfortunate move. The Paris-based company is trimming a grand worth of heads out of its 75,000-plus workforce and culling some 5,000 contractors, a move that it hopes will stop a cash hemorrhage that's been persistent since Alcatel's purchase of Lucent in 2006. Great news: just because you want to save a few bucks doesn't mean you have to sacrifice the flashlight on your next phone. Heck, in Russia, you can pay a mere 3,190 rubles (about $119) and get yourself a nice little <a href="http://www.engadget.com/2008/08/29/fcc-fridays/">Alcatel OT-I650</a>, a candybar sporting a 1.3-megapixel camera, Bluetooth, FM radio, accelerometer (both for controlling phone functions and for use with the integrated pedometer), 12 hours of talk time, and enough ugly to minimize the odds someone's going to swipe your piece off a desk when you're not looking. Oh, and there's that aforementioned flashlight built into the top. Alcatel had mentioned a few months ago that it planned to roll deep with US launches this year -- kind of hard to swallow, considering the non-presence they've had here for years and the difficulty for a new player to break into the market -- but sure enough, here we go with the first volley. Locus Telecom's prepaid O2 Wireless brand (naw, not <a href="http://www.engadget.com/category/o2">that</a> O2) has launched two low-end Alcatel sets two accompany its range of LGs and Motorolas, the E206a candybar and E227a flip. Both are sans camera or high-speed data of any sort; in fact, they putt along with mere dual-band GSM radios, and in the case of the E206a, a positively miniature 96 x 96 display. Not exactly a groundbreaking entrance into the market for Alcatel, but an entrance nonetheless. Sure, that's slightly slower than the record, but being able to firehose bits at distances like that is even more impressive, if you ask us (you didn't). The core tech is essentially the same as used in the earlier speed record: bundling several 100Gbps optical signals at different wavelengths into one multiplexed transmission, shooting it down fiber, and splitting it up at the end.
